DL Setup looks at the downlink and Inject levels in the earth station and tries to provide information to help optimize the operation of the IOT System. We want to be measuring most of the time on a good range of the power meter and at good levels on the Inject Signal Generator and the Spectrum Analyzer. DL Setup also looks at things like LNA compression for the expected EIRP levels.
